Expertise
McIntosh specializes in quantitative impact analysis, and the development
of credit markets for the poor in Latin America and East Africa.
Current Projects
McIntosh is currently managing a three-year grant from USAID/BASIS investigating
the role of credit bureaus in promoting economic mobility for the poor
in Latin America. This grant involves collaboration with researchers from
UC Berkeley, USF, Princeton, IDIES in Guatemala and GRADE in Peru. Additional
work includes analysis of the relationship between business scale and
profitability in destitute economic environments, and the impact of the
use of different affirmative actions measures on student body composition.
Perspective
McIntosh can comment on emerging trends in the microfinance sector, and
on techniques for using institutional data and spatial software to perform
rigorous analysis of the impact of innovations in lending technology.
He also has wide experience in the political and economic development
of East Africa.
Publications of Note
Articles currently under submission include theoretical and empirical
works on the effects of intensifying competition in the microfinance sector.
Background Notes
McIntosh joined IR/PS in 2003. He has done aid work in Somalia with the
International Rescue Committee, and spent a year on a Fulbright grant
as Research Director at FINCA/Uganda, a major microfinance lender. He
received his B.A. in economics from U.C. Santata Cruz, and his M.S. and
Ph.D. in agricultural economics from U.C. Berkeley.
