Evelyn Y.T. Chen Dr. Chen has been sought for her expertise in Mainland China Economic Trade Regulation, Cross-Strait Law Issues, Mainland China Civil Commercial Law, BOT Law, and Government Procurement Law. We are excited to have her among our faculty this fall, and welcome her special insight of Procurement Law in the US, China, and Taiwan. Professor Evelyn Yueh-Tuan Chen was born in Changhua, Taiwan. Dr. Chen attended Fu Jen University in Taipei, Taiwan where she completed her Bachelors of Science in Law. She continued her studies in Law at the Chinese Culture University, and received her Master's in 1991. For her Master's dissertation, "Economic Law of Mainland China," Dr. Chen was awarded the third-place Master's Dissertation Award from the Cross-Strait Relationship, Mainland Affairs Council and the Dissertation Award in Social Science from the Man Kuan Foundation. After completing her Master's studies, Dr. Chen was appointed to serve as Section Chief of the Straits Exchange Foundation (1995-1996) and invited to lecture at both Chinese Culture University and Chung Yuan Christian University. Between 1992 and 1996, Dr. Chen continued her studies and, subsequently, achieved a Ph.D. in Law from National Chengchi University. After completing her doctorate studies, Dr. Chen served as Business Consultant for the Cross-Straits Mainland Affairs Council (2000-2006), Commissioner of Executive Yen's Government Procurement/Public Construction Commission (1999-2006), and Commissioner for Executive Yen's BOT Law Public Construction Commission (2001-2006). Dr. Chen currently serves as Commissioner for both of these Executive Yen commissions, while also serving as Cross-Straits Consultant (Mainland Affairs Council, Executive Yuan), Center Chief and Consultant (small and medium Enterprise Administration) for the Ministry of Economics, and Associate Professor in the Law Department at Chinese Culture University in Taipei, Taiwan. Dr. Chen will be joining a research group under the direction of Professor Susan Shirk. During her one-year long residence at UCSD, she will be conducting a comparative study of government procurement law in US, China, and Taiwan with IR/PS faculty. In this study, Dr. Chen will contribute her unique knowledge of US and Pacific Rim trade issues. Dr. Chen's dissertation on "National Enterprise Property System of Mainland China" has been followed by publication of her research in many law, economic/trade and social science journals, including the Law Review, Mainland China Law Review, Culture Law Review, Hwa Kang Law Review National Chengchi University Law Review, Cross-Strait Economic Trade, Taiwan Merchant Journal, Import Relief Review, and Hwa Kang Social Science.. Topics of Dr. Chen's articles range from Civil Responsibility in Mainland China and Comparisons of Cross-Strait Judicature Systems to Economic Legislation in Mainland China and Taiwanese Investment Protection Law in China. In addition to her writings in many journals, Dr. Chen has published seven books, completed six conference papers, and has been a featured lecturer and speaker on numerous occasions. Yeun-Wen Ku Woojin Moon IR/PS Faculty Sponsor: Stephan Haggard After graduating with a Ph.D in Political Science from UCLA in 2002, Dr. Moon served as a Faculty Fellow and Lecturer with UCSD's Department of Political Science. While at IR/PS, Visiting Scholar Woojin Moon will be researching "Democratization and Political Institutions in South Korea." He will also be closely collaborating with his faculty sponsor, Professor Stephan Haggard, during his visits at IR/PS. Not only has Taguchi resided in Osaka, but also in Kyoto and Tokyo. In Kyoto, Dr. Taguchi attended Doshisha University where he completed both a Bachelors and Masters in Economics. To pursue a Doctorate in Environmental Engineering, Professor Taguchi returned to his home city to study at Osaka University. Professor Taguchi was awarded his Doctorate in 2001. In addition to his doctorate studies, Dr. Taguchi spent two years (2000-2002) in Osaka serving as Assistant Researcher for the Japan Science and Technology Corporation in the Agricultural and Industrial Group of the Cyclic Complex Project. In 2002, Dr. Taguchi relocated to Tokyo where he worked as Assistant Professor at Seikei University, where he currently serves as Associate Professor in the Department of Economics. Dr. Taguchi will be joining a research group under the direction of Professor Vincent. During his one-year long residence at UCSD, he will be collaborating with IR/PS faculty on issues concerning Corporate Environmental Management and Public Policy in the US. Specifically, Dr. Taguchi is interested in policies such as TRI and the 33/50 program as well as corporate/industrial voluntary environmental self-regulation. Broadly, Dr. Taguchi is interested in environmental management, and is prepared to participate in research in related fields, if necessary. Dr. Taguchi's dissertation, "Research on Stated Preferences Method as a Means of Demand Revelation in Environmental Planning System," has been followed by publication of his research in many Japanese journals including the Journal of Social and Information Sciences, Doshisha University Economic Review, and Environmental Science. Topics of Dr. Taguchi's articles (in Japanese) range from Industry's Voluntary Environmental Protection Program to Watershed Management in Japan to Limitations of Environmental Advertising and Importance of Environmental Education to a Market Survey on Kenaf Paper. In English, Dr. Taguchi has been published in Society of Environmental Science, Japan, where he analyzed organic vegetables and the consumer.
