Mark Higgins
MPIA '04
Mark Higgins is the director of development at FRV, where he is responsible for managing FRV’s solar energy project acquisition and development activities in California. While at FRV, he has been responsible for the acquisition and development of approximately a dozen solar PV projects totaling more than 500 MW. Mark's accomplishments also include the development of the company’s strategy and pipeline for its private equity investment efforts in utility scale bioenergy, biomass power, and wind power projects. He also served as the vice president of finance for the company’s Hu Honua Bioenergy subsidiary, a 24 MW brownfield biomass power plant development asset in Hawaii.
Before joining FRV, Mark was an investment banker at Roth Capital Partners, where he was responsible for placing over $125 million in equity for publicly traded companies, and he led a number of M&A advisory projects, including a $50 million acquisition by a $1 billion company. Prior to Roth, he served as the founding associate at Finistere Partners, where he managed the launch of a $70 million Pacific-rim focused venture capital fund investing in the agritech, cleantech, and medical devices sectors. Mark has also worked for the United States Foreign Commercial Service in Auckland, New Zealand, and as a systems analyst at Deloitte Consulting.
He holds a Bachelor of Arts in government from the University of Notre Dame, and a Master of Pacific International Affairs from UC San Diego, where he graduated in 2004. While at IR/PS, Mark focused on International Economics and was the PIASO president.
