She was the founding executive director of the UC San Diego campus-wide Sustainability Solutions Institute (formerly the Environment and Sustainability Initiative), and served there from 2005 to 2010. Dr. Shaffer spent the first 25 years of her career in Washington, D.C. in a variety of positions at NASA, the National Oceanic and Atmospheric Administration (NOAA), and the private sector, focusing on international cooperation in studying the earth from space. In 1998, she joined Scripps Institution of Oceanography, where she was responsible for international relations and program development for nine years. In September 2007, she moved to the main UCSD campus to devote her time to building a sustainability program across campus and to pursue an executive M.B.A. at UC San Diego’s Rady School of Management, which she completed in 2009. Shaffer earned her B.A. in political science and international relations from the University of Michigan, and her Ph.D. in public policy almost 20 years later from the George Washington University.
