Central America after the Great Recession: Challenges and Opportunities

After a severe political and economic crisis in the 1980's, Central America started to put its house in order. Democracy returned to all countries; the economies started to grow; inflation declined; fiscal deficits became more manageable; the region integrated more to the world economy (and specially the US economy) through trade, foreign direct investment, financial flows and migration. The signing of the free trade agreement with the U.S. was the culmination of this process. The great recession put a halt in the process. The region suffered from its effects and, even though it came out better than initially expected, its weaknessess flourish increasing the challenges for the coming years. Several issues have taken priority such as security; democracy is under stress; and the emerging of China and its role in world trade could displace Central American production in export markets. Although growth has not returned to the pre-crisis levels, the economies are looking for ways to get back in track. However, the task will not be easy.
The talk will address the recent evolution of the region considering three major items: i) the impact of the international financial crisis, the policy reaction and the current economic situation; ii) an analysis of the effects of CAFTA, viewed through trade, FDI flows and institutional changes, and iii) the short term economic outlook. Then the talk will explore the challenges and opportunities that will be faced in the coming years, taking into consideration not only CAFTA agreement but the implications for the region of the emerging of China in world markets, both from the point of view of its exports and also of its impact in the region terms of trade.
Dr. Gutiérrez is Professor of Economics and Finance at NICAE Business School. He was the Minister of Finance of Costa Rica from 1996 – 1998 and President of the Central Bank of Costa Rica from 2002 - 2010.
China Airborne: Aviation and the Future of China

From one of our most influential journalists, China Airborne: Aviation and the Future of China (Pantheon) is a timely, vital, and illuminating account of the next stage of China's modernization - its plan to rival America as the world's leading aerospace power and to bring itself from its low-wage past to a high-tech future. Over the past ten years air traffic has declined in most of the world, but in China it has more than doubled. Most of the airports under construction are being built in China, which is also where Boeing and Airbus are looking for most of their future growth in sales. But the Chinese are determined to be more than customers. In 2011, China announced its twelfth Five-Year Plan, which included the commitment to spend a quarter of a trillion dollars to jump-start its aerospace industry. In China Airborne, James Fallows documents, for the first time, the extraordinary scale of China's project, making clear how it stands to catalyze the nation's hyper-growth and hyper-urbanization, revolutionizing China in ways analogous to the building of America's transcontinental railroad in the nineteenth century. Fallows explains what this latest demonstration of Chinese ambition means for the United States and for the rest of the world-and the right ways for us to respond.James Fallows is a national correspondent for The Atlantic. This interview will be conducted by Peter Cowhey, Dean of UC San Diego's School of International Relations and Pacific Studies.Event is part of the Helen Edison Lecture SeriesFree and open to the publicNo tickets or reservations requiredPark at the Pangea Parking Structure.
Islamic and Chinese Calligraphy: A Meeting of Two Traditions

The Chinese and Arabic calligraphic traditions are often compared as the two of the world's finest manifestations of the written word, but never likened. Little known outside of China, the sini style of Chinese Islamic calligraphy bridges the two traditions.
With his energetic command of the sini script (literally "Chinese" in Arabic), Master Calligrapher Haji Noor Deen (Mi Guang Jiang) is almost single-handedly responsible for revitalizing the centuries-old art of Chinese Muslim calligraphy and bringing it to the attention of a contemporary international audience. In this artist's talk, Haji Noor Deen will discuss the history and meaning of Islamic calligraphy in China and demonstrate various calligraphic styles.
Born in 1963 in Yucheng, Shandong Province, China, Haji Noor Deen has been a practitioner of calligraphy since he was 18. Schooled first in mosques in his homeland, and then for eight years in Egypt, Haji Noor Deen is both an artist and scholar who continues to study with the finest Islamic calligraphy masters world-wide and is a prominent teacher in his own right. He is versed in the traditions of both Chinese and Arabic calligraphy separately, as well as the specific heritage of sini calligraphy – an art form developed by the Hui Chinese Muslims that dates back to the Ming Dynasty (1368-1644).
In 1997 Haji Noor Deen was awarded the Certificate of Arabic Calligrapher in Egypt, becoming the first Chinese person to be honored with this prestigious award. In 2000 Noor Deen initiated and taught the first regular and systemic Arabic Calligraphy course at the Zhengzhou Islamic College in China, where he continues to profess today. He exhibits and lectures around the world in both secular and religious settings and has his work is in such prestigious collections as the British Museum, the San Francisco Asian Art Museum, the National Museum of Scotland, and the Harvard University Art Museum.
To register for this event, please click here.
Co-sponsored by UC San Diego's Department of Literature and Chinese Studies Program and The International Affairs Group.

Indonesia's Foreign Policy Since 1998: Islam, Democracy and International Aspiration

Indonesia's foreign policy has always registered a strong desire to play an active regional and international role. In the post-1998 era, after a brief period of difficult democratic transition, Indonesia once again tried to regain appropriate place in the regional and international arena by playing a more active role in Southeast Asia, projecting its international image as the world's third largest democracy and the largest moderate Muslim majority country, and positioning itself as a "bridge-builder" and "problem-solver" in the wider global community. However, the expression of such international posture has been subject to both facilitating and restraining effects of domestic political realities at home. In this context, Islam and democracy constitute two significant factors that have influenced Indonesia's foreign policy since 1998. Rizal Sukma, is currently Executive Director at the Centre for Strategic and International Studies (CSIS), Jakarta.
How Can Rio+20 Generate Tangible Results Toward Environmental Sustainability and Human Development?

Abstract: Founded on the outcomes of the Human Development Index, the essay proposes to focus on a multilateral agreement to reach a globally accepted Environmental Sustainability Index. The author highlights major environmental changes, which occurred in the last twenty years, and advocates maintaining distinct approaches to measure human development and environmental sustainability. Distinct approaches would lead to solid data and monitoring systems favoring specific quantitative goals, better-targeted public policies and well-defined responsibilities. Such distinct and convergent metrics would contribute to move away from rhetoric and induce advanced implementation of 1992 Earth Summit agreements.Jacques Marcovitch is Professor of Strategy and International Affairs at the University of São Paulo (Brazil), and a board member at the International Relations and Development Studies Institute (Geneva).
Indonesia, ASEAN and Geopolitical Changes in East Asia

The implications of changing regional power structures in East Asia, especially for major power relations and stability in the region, continues to be an issue that raise regional concerns, including in Indonesia. In this regards, the rise of China constitutes the most salient aspects of the undergoing strategic change that is transforming the geo-political character of East Asia. Indonesia is aware that power shift taking place in East Asia points to the redistribution of power among key players. The ability of the US to exercise unchallenged primacy is bound to be affected by the rise of China. Within this context, Indonesia is concerned that East Asia would become a theatre for competition among major powers, especially between the US and China, with serious implications for the Association of Southeast Asian Nations (ASEAN). Rizal Sukma, is currently Executive Director at the Centre for Strategic and International Studies (CSIS), Jakarta.
