Stephan Haggard, Professor of Korea-Pacific Studies at the University of California San Diego, believes that, since North Korea is probably in a reasonable bargaining position already as a nuclear power, its latest policy of appeasing the world does not imply a genuine strategic shift.
Professor Haggard, who with the Peterson Institute’s Marcus Noland wrote a recently released paper on North Korea’s currency redenomination and its aftermath, “The Winter of their Discontent: Pyongyang Attacks the Market,” set out his views on North Korean issues in an interview with The Daily NK.
