With passage of the war funding bill, the Democratic leadership in Congress jettisoned its insistence on a timeline for withdrawal from Iraq. However, the bill contains a detailed list of political reforms expected of the al-Maliki government. These benchmarks are also likely to figure in the new counterinsurgency plan soon to be released by American Ambassador Ryan Crocker and Gen. David Petraeus. More...
