Gendered Human Security as a Framework for the Protection of Displaced Women from Sexual and Gender-Based Violence in Northern Uganda
By Maya Ollek
McGill University
This paper argues that current notions of human security are inadequate when considering the sexual and gender-based violence directed at displaced women. Instead, it is suggested that a gender-based notion of human security would better protect women living in displaced-persons centers. The author makes a number of recommendations on how to improve camp design, local security, food distribution, and overall well-being using gender-based notions of human security.

By Brett C. Hamsik
University of California, San Diego
This study analyzes the impact of the Patent Cooperation Treaty (1978) and the WIPO Copyright Protection Treaty (1996) on foreign direct investment inflows and high technology exports. The main hypothesis is that countries which strengthen intellectual property protections will be able to attract high technology foreign direct investment which will then lead to an increase in high technology exports.

By Brian Sullivan, Yasamine Baroukzai, Jeffrey Ellis and Steven Roush
George Washington University
This paper provides an overview of the current educational realities in the eight countries of South Asia, as well as the operations and efforts of American NGOs to improve primary and secondary education in those countries. In analyzing educational systems in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka, the authors offer recommendations as to how American NGOs can more effectively contribute to improving primary and secondary education in South Asia, given such obstacles as gender disparity, economic poverty, and military regimes.
